A quick inspection of coluracetam’s chemical structure reveals that it has two amide groups and is a relatively complex molecule.

Propylene glycol and vegetable glycerine are solvents commonly used in health care and cosmetic products. Both are safe for consumption, though vegetable glycerin is generally regarded as safer to consume in larger quantities. Propylene glycol and vegetable glycerin (or a mixture of the two) are also frequently used to make the nicotine-containing e-liquid used in electronic cigarettes.

Coluracetam is soluble in a propylene glycol/ethanol mixture because these solvents are less polar (or more lipophilic) than water.
